Eml code 46

When I do the paperclip test the eml is flashing code 46 (among others!) It says on topbuzz that the air pump relay voltage is high. Firstly where is the relay? (From my Google search it look like it's in the fuse box under the bonnet possibly next to the 50a fuse) and secondly what could cause it to go high? I'm pretty sure all my plugs are In the right places but I might be wrong.
