Heater always live?

My heater blower in the car has always worked fine on every setting but it even works when the engine is off - consequently the little bulb which appears to take its feed from the heater switch is always on and always blowing!
I'm sure this switch should be an ignition live and not permanent live.
I have taken everything apart and the wiring feed and switch mechanism all looks fine. Could it be the variable resistor by the blower itself has gone and consequently is not providing full resistance when the ignition is off - or is that a load of crap and somewhere I'm getting a short or bad earth?

There is a variable resistor on part of the blower motor which can be replaced, but i don't think it would affect the lighting of the console. Sounds more like a bad earth/chaffed wires ect.
