cut wires from wiper fuse

whilst investigating the back of my fuse box for melted bits i found that theres a blue wire cut off from the wiper intermittant relay, and on the wire that come from the wiper fuse theres a bit of blue wire taped to it, with a plug thing on the end not connected to anything, maybe the reason my wipers dont stop properly and the intermittant doesn't work?
