What is this under my scuttle panel??

Hey guys, since i bought my car there has always been i wee buzzing sound coming from the car when she's running. Tracked it down today to somwhere around the cuttle panel, Now, on the passenger side theres what looks like a old vauxhall alarm siren and another black type box with a blue wire running from the top of it. The sound seems to be coming from here!

Anyone know what this box is???
