reversing lights

Is it normal that they only work when either the sidelights or headlights are on..., i dont know if they`ve always been like this but they are now, its always passed its mot so is it normal?. this is on the turbo also my k reg 16v is the same?, my cav isnt like this, i thought the cav was the same electrics?,
If not normal, any ideas on whats caused it?

They should come on whenever you reverse.It it not required in an mot,you dont have to have them.
