Austrian physicist Christian Doppler first proposed the effect in 1842 in his treatise "Über das farbige Licht der Doppelsterne und einiger anderer Gestirne des Himmels" (On the coloured light of the binary stars and some other stars of the heavens)

its valid. The doppler effect of the light coming from far distant stars is how we know the universe is expanding. In fact it was hubble (the man not the telescope) that discovered this, hence where the scope got its name.
